French built ship for Russia hangs in the balance.

La France reporte “jusqu’à nouvel ordre” la livraison du premier Mistral à la Russie. No delivery until changes in Ukraine.

Dans un communiqué publié à la mi-journée, l’Elysée indique que “la situation actuelle dans l’est de l’Ukraine ne permet toujours pas la livraison du premier BPC” à la Russie. La Russie ne va pas “pour l’instant” poursuivre la France en justice indique le vice-ministre de la Défense russe Iouri Borissov. In a communiqué published at mid-day, the Elysee indicated that “the situation currently in the east Ukraine will never allow the delivery of the first Mistral class carrier” to Russia. Russia is not going to “for the moment” chase France legally the vice-minister of Russian Defence Iouri Borissov indicated. 

 “Je prendrai ma décision en dehors de toute pression, d’où qu’elle vienne et en fonction de deux critères, les intérêts de la France et l’appréciation que j’ai de la situation” avait affirmé François Hollande dimanche dernier au sommet de Brisbane. “I’ll make my decision away from all pressure, and coming under two criteria, the best interest of France and the understanding I have of the situation” said Francois Hollande last Sunday at the summit in Brisbane.

Deux jours plus tôt, la Russie avait accentué sa pression sur la France, lui donnant deux semaines pour livrer le premier porte-hélicoptère en la menaçant de “sérieuses réclamations” financières. Mais aujourd’hui le vice-ministre de la Défense russe Iouri Borissov assure que son pays ne va pas “pour l’instant” poursuivre la France en justice et espère que le contrat sera honoré.

Two days earlier, Russia ramped up the pressure on France by giving her two weeks to deliver the first helicopter/aircraft carrier while threatening “serious claims” financially. But today Iouri Borissov, Russian Defence vice-minister assured that his country would not “for the moment” follow France legally and hoped the contract (to deliver the ship(s)) would be honoured.

La vente à la Russie des deux navires “Mistral” est estimée à 1,2 milliard d’euros. Décidée en 2011 sous la présidence de Nicolas Sarkozy, elle s’est transformée en un imbroglio diplomatico-militaire, depuis que François Hollande a décidé début septembre de lier la livraison des navires à un règlement politique de la crise ukrainienne. Le 16 octobre, il avait déclaré que le respect du cessez-le-feu ukrainien restait l’une des conditions essentielles pour la livraison des “Mistral”. Or depuis l’entrée en vigueur le 5 septembre de ce cessez-le-feu, l’armée ukranienne estime à 150 le nombre de soldats tués par les forces russes.

The sale to Russia of the two “Mistral” ships is estimated at €1.2Bn. Agreed in 2011 under the presidency of Nicolas Sarkozy, it has been transformed into a diplomatic-military complication, since it was decided by Francois Hollande in early September to bind the delivery of the ships to a political normalisation of the crises in Ukraine. On 16 October he declared that the respect of a cease-fire in Ukraine remains one of the essential conditions for the “Mistral” deliveries. Since the coming into force of the cease-fire on 5 September the Ukraine army estimates that 150 of their soldiers have been killed by Russian forces.

Certains comme Benoît Apparu se rallient à la décision du Président, estimant qu’il s’agit d’une question de principe. “On ne peut pas livrer un bateau de guerre à ceux qui sont à l’origine de ce qui se déroule en Ukraine” a expliqué le député UMP de la Marne. A Saint-Nazaire, sur le chantier STX, responsable de l’assemblage des “Mistral”, cet énième report de la livraison du premier navire suscite peu de réactions. Pour la direction, l’important est que le travail continue sur le second navire. Les salariés, eux sont davantage préoccupés par les rumeurs de rachat par un goupe italien qui entourent STX.

Even opposition deputies, like Benoît Apparu, UMP of the Marne, says this concerns a question of principle. “We can not deliver a warship to those who wish to use it against Ukraine” he explained. In Saint Nazaire (near Nantes, W France), in the STX shipyard, builders of the “Mistral” this delay in the delivery of the first ship has aroused a little reaction. For the management, it is important that work continues on the second ship. For the staff they are more preoccupied by the rumours of a buy-back by an Italian group who have visited STX.
