Le sommet sur la sécurité au Nigéria, qui réunissait samedi à l’Elysée la France, le Royaume-Uni, les Etats-Unis et cinq pays d’Afrique centrale et de l’Ouest, a officialisé la nécessité d’un “plan global” pour lutter contre Boko Haram, devenu une menace majeure dans la région depuis l’enlèvement coup-de-poing de 223 lycéennes nigérianes par la secte.The summit on Nigerian security, which assembled on Saturday at the Elysee, The UK, USA and five West-Central African Countries officialised the necessity of a Global Plan to fight against Boko Haram, who have become a major threat to the region since the kidnapping strike of 223 Nigerian secondary school girls by the sect.

 Si la réunion traitait avant tout du Nigeria, où Boko Haram avait enlevé 223 lycéennes il y a un mois, le but était aussi de s’organiser pour contrer l’offensive régionale de la secte qui s’étend peu à peu vers l’Afrique centrale – quelques heures avant le sommet, une nouvelle attaque attribuée au groupe islamiste avait lieu contre un camp de travailleurs chinois au Cameroun.  Boko Haram devient une “menace majeure” (Major menace)

 François Hollande a appelé à établir “un plan global” pour “échanger les informations, coordonner les actions, contrôler les frontières et agir de façon appropriée” contre Boko Haram, qualifié de “menace majeure” dans la région. “Les liens (de Boko Haram) avec Aqmi (Al-Qaïda au Maghreb islamique) et d’autres organisations terroristes ont été établis“, a-t-il précisé. La secte, peu médiatisée à ses débuts, a pourtant fait plusieurs milliers de morts depuis 2009. The global plan is to exchange information, co-ordinate actions, control borders and react in an appropriate manner against Boko Haram, who are a major threat to the region. The lines of communication of Boko Haram with AQMI and other terrorist organisation are established, he said. The sect, seldom publishing it’s actions, have caused thousands of deaths since 2009.

 Pas d’intervention militaire occidentale (No western military intervention)

 La riposte contre Boko Haram sera résolument régionale. Paris, qui dispose de troupes au Tchad et au Niger depuis son intervention au Mali et en Centrafrique, est en train de réorganiser son dispositif militaire en Afrique, “pour une conception régionale du contre-terrorisme“, a affirmé le ministre de la Défense Jean-Yves le Drian.
