Mistral ships: Arm wrestle going on between France and Russia.

Le contrat entre la France et la Russie pour la livraison de deux Mistral est sur le point d’être annulé. Sauf que Paris et Moscou n’arrivent pas à se mettre d’accord sur les conditions de cette annulation.

The contract between France and Russia for the delivery of two Mistral (helicopter carriers) is at the cancellation point. Except that Paris and Moscow have not come to agree terms of cancellation.

Le dossier empoisonne depuis plusieurs mois les relations entre Paris et Moscou. La vente de deux navires de guerre de type Mistral est en passe d’être annulée. Le contrat d’un milliard 200 millions d’euros avait été suspendu par la France l’an dernier en raison du rôle joué par la Russie dans la crise ukrainienne.

Relations have become toxic over many months between Paris and Moscow. The sale of the two Mistral war ships (built at Saint Nazaire) is to be cancelled. The €1.2Bn contract was suspended by France last year by reason of the role played by Russia in the Ukranian crisis. 

Paris a proposé de rembourser 785 millions d’euros à la Russie à condition que Moscou autorise la revente des navires à un pays tiers. Proposition refusée par Moscou qui réclamerait 1,163 milliard d’euros. Pour le moment, la Russie s’oppose à une revente des bateaux pour des questions de sécurité nationale.

Paris offered to re-imbourse €785M to Russia on the condition that Moscow authorise the resale to a third party country. That offer was refused by Moscow who want to reclaim €1.163M. For the moment Russia is opposed to the re-sale of the ships on the question of national security.

 

Les deux porte-hélicoptères Mistral ont été construits pour la marine russe, pour nos hélicoptères, nos systèmes de contrôle, notre infrastructure. Ces bateaux ne peuvent en aucune circonstance être cédés à un pays tiers pour le moment, c’est une question de sécurité nationale“, a expliqué un haut responsable du ministère russe de la Défense.

“The two helicopter carriers were constructed for the Russian navy, for our helicopters, our systems of control, our infrastructure. These ships can not under any circumstances be ceded to a third country for the moment, it is a question of national security”, explained a senior official from the Russian ministry of defence.

Que faire des deux navires ? What happens to the two ships now?

Jean-Dominique Merchet, journaliste à L’Opinion et spécialiste des questions de défense, ne doute pas qu’il y aura in fine un accord entre les deux pays. Sur France Info, il l’explique : “Les deux présidents Poutine et Hollande se sont mis d’accord politiquement. D’ailleurs Poutine l’a dit ‘ je ne serai pas très exigeant‘.” Reste que la France se retrouve avec deux bateaux dont “elle ne sait vraiment pas quoi faire. Ce sont des bateaux assez spécifiques. La Marine française en possède déjà trois et n’en veut surtout pas d’autres, elle n’en a absolument pas besoin. Il faudrait trouver un client à l’exportation mais ça c’est très difficile“, explique-t-il.

Jean-Dominique Merchet, journalist with The Opinion publication and defence specialist, is in no doubt that there would have to be specifics in the agreement between the two countries. On France Info he explained: “The two presidents Poutin and Hollande have a political agreement. Elswhere Poutin has said ‘I will not be very difficult’.” For the rest France has found themselves with two ships “they do not know really what to do with. They are very specific. The French Navy already have three in their fleet and especially do not want others, that they do not absolutely need. They must find an overseas customer, but that is very difficult” 

Opinion: Over the course of the build of these ships, hundred of Russian sailors have been  stationed in Saint Nazaire. They have been training on the ships and took them on sea trials. When Hollande stepped in to halt the sale they continued their training in the hope there would be a resolution to the conflict in Ukraine. The intention was that the Russian sailors would have taken the ships back to Russia. But when it appeared the contract was not going to be completed the Russian sailors returned home.

Each article is translated on a paragraph by paragraph basis so easy to read in either language and even possible to improve either language by comparison of the short English and French paragraphs.
