L’organisation terroriste Daech qui entend fonctionner comme un Etat affirme avoir un budget d’un à deux milliards de dollars par an. Un butin qui vient de son fonctionnement comme les impôts et les taxes qu’il prélève mais aussi des ressources pétrolières, du racket, des rançons…                                                                              The terrorist organisation Daech (ISIS) who operate like a normal state have a budget of two billion dollars per year. The loot comes from their functions like imposed taxes but also oil revenues, rackets and ransoms..(from kidnapping).. 

Un à deux milliards de dollars : le chiffre est colossal. Pourtant, cela représenterait le budget de Daech, selon l’organisation terroriste elle-même. Plus impressionnant : selon le magazine Newsweek, l’Etat islamique gagnerait six millions de dollars par jour.             One to two billion dollars: the figures are huge. Yet, this reflects the ISIS budget, according to the terrorist organisation itself. More impressive: according to the Newsweek magazine, the islamic state earns six million dollars per day.

Daech “fonctionne comme un Etat” (Daech/ISIS “functions like a state”).

Comme l’explique l’Islamologue Mathieu Guidère, Daech est “une organsiation qui s’est érigée en pseudo-Etat sur les territoires qu’elle contrôle”. “Elle a des villes qui font deux millions d’habitants, telles que la ville de Mossoul”.                                                                   As explained by the islam expert Mathieu Guidère, ISIS is “an organisation who have built a pseudo-State upon the territories which it controls. There are towns who count two million inhabitants, like the town of Mossul”

“Comme les gouvernements centraux d’Irak et de Syrie ne peuvent plus faire leur mission sur ces régions, l’Etat islamique fonctionne véritablement comme un Etat. Ces régions sont boycottées par tout le monde. C’est de l’argent en circuit fermé” (Mathieu Guidère, Islamologue).                                               “Like the central governments of Irak and Syria, who are not able to make inroads into these regions, the Islamic state operate like a state. These regions are boycotted by the world. The money is all tied in” (Mathieu Guidère).

Fonctionner comme un Etat : la clé du succès financier, pour Daech qui dispose de plusieurs types de ressources. De l’argent volé dans des dizaines de banques au moment de la prise de villes irakiennes (Mossoul, Tikrit, Falloujah). Des ressources pétrolières : 40.000 barils sont extraits chaque jour et renvendus au marché noir (en Turquie, notamment). Functioning like a state: the key to financial success, for ISIS have many resources at their disposal. The money was stolen from tens of banks when they took the Irakian towns (Mossul, Tikrit, Falloujah). Oil reserves: 40,000 barrels are drawn out every day and sold on the black market (Notably to Turkey).

250 millions d’ “excédent budgétaire”

Autres ressources : des impôts levés sur la population pour les “services publics” (eau, électricité, soins). Daech rackette aussi les commerçants et perçoit une taxe sur les transports de personnes et de marchandises. Il y a aussi des rançons pour la libération d’otages locaux. Des raids visent également des convois qui transportent les salaires des anciens fonctionnaires. Et Daech profite d’aides apportées par certains Etats, par certains généraux, par certains mystérieux donateurs.                                                                       Other revenues: taxes levied on the population for “public services” (water, electricity, protection). ISIS also has rackets going against business men and impose a tax on the transport of people and merchandise. Also there is ransoms for freedom of hostages. Former government workers convoys are also raided. ISIS profits from aid by certain states, some generals and some mysterious doners.

Une somme colossale, qui sert à rémunérer les combattants de l’Etat islamique. Quelque 20.000 soldats touchent 500 à 600 dollars par mois. Les familles de victimes de frappes aériennes de la coalition sont aussi dédommagées. Mais il reste un excédent budgétaire. Newsweek l’estime à 250 millions de dollars. Pour les leaders religieux, il doit servir à financer l’effort de guerre“.                                                                                                                A huge sum goes towards remunerating the ISIS fighters. Some 20,000 soldiers earn 500 to 600 dollars per month. The families of victims hit by coalition air raids. But it exceeds the budget. Newsweek estimate at 250$M. For the religious leaders, it will have to “finance the war effort”.
