La trêve hivernale s’achève jeudi soir : après cinq mois d’interruption des expulsions locatives, de 30.000 à 40.000 foyers risquent d’être délogés, souvent en raison de loyers impayés. Ils sont de plus en plus nombreux chaque année.

The winter truce ends on Thursday evening: after five months suspension of house evictions, 30,000 to 40,000 households risk becoming homeless, the main reason being non payments. There are more and more every year.

La date du 1er avril marque la fin de la trêve hivernale. 30 000 à 40 000 foyers risquent l’expulsion, sur un total de 190 000 décisions de justice pour des loyers impayés.

The 1st April marks the end of the winter truce. 30,000 to 40,000 families risk eviction, out of a total of 190,000 court decisions for non-payments.

La fuite, plutôt que le tribunal

L’Etat responsable de la hausse des jugements ?

Or depuis 2007, la loi sur le Droit au logement opposable (Dalo) oblige l’Etat à proposer une solution de relogement aux familles expulsées. Mais le milieu associatif accuse les pouvoirs publics de ne pas respecter cette disposition, et d’être responsable de la hausse des jugements d’expulsion. “D’un côté, on a une hausse des prix du logement. De l’autre, une précarisation des statuts salariaux. Et l’Etat, lui, diminue des allocations.”

L’objectif “zéro expulsion” serait possible en cinq ans

Inverser la tendance et se donner un objectif “zéro expulsion“, c’est possible “en un quinquennat“, selon Jean-Baptiste Eyraus. “Il faut en plus que l’Etat encourage une baisse des loyers et la réalisation massive de logements sociaux“, ajoute-t-il. Une manifestation contre la fin de la trêve hivernale est prévue samedi 2 avril à 14h30, place de la République à Paris.
